Question about 1991 Jeep Cherokee Briarwood
More than likely the Flasher Relay is defective. Replace it. It has two relays and the turn signal relay is located driver's side, under dash, above kick panel, mounted in top of convenience panel. The other relay for the hazard lights is mounted in the same place only it is located in the bottom of the convenience panel.

On your model, there is a separate hazard relay to the turn signal relay. On the fuse block(right-hand side kickpanel just inside the r/hand door)the upper left relay is the turn signal relay.Bottom right is for the hazards.Hope this helps you.

SOURCE: Turn signals quit working
you need a multifunction switch, not hard to replace 3 screws in the column shroud then take both shroud halves off and there it is. to get the part just take your vin to your local dealer and tell them multifunction switch

If one of your bulbs has blown you will get a faster relay click when you activate the indicators. It sounds as though the relay itself could be sticking / broken.
Of course it could just be a blown fuse, I would check that first before changing relays
