The car is not recognising the key and is actuating the ignition cutoff (it starts then stops running straight away)try the spare key,if thats okay then you need to get the car/keys recoded as sometimes they do lose the ability to be recognised.

I have a f20a motor in a 91 accord can I put a 2.2 motor without having any major problems

I would only do this with a 92-93 EX Accord motor and keep it OBD0. I did this with no CEL codes, works perfect.

Swap the following parts from your old 91 engine to the 92-93 EX motor:

Intake manifold
Engine Wiring Harness
Distributor
Exhaust manifold (header)
Air Conditioner bracket and Air Conditioner Compressor

Keep your current ECU in the car. Put your transmission on the motor before you drop it in.

If you go to the 94-97 / 2.2 you will run into some additional sensors, crank position sensor, etc... with that motor since it switches over to OBD2 in 1996.

Good luck...

Is there an a/c filter on the 1993 Honda Accord EX ?

There is no filter for the AC or heater in the 93 Accord. Air for the AC either recirculates from the passenger compartment or is drawn in through the vents below the wipers outside the car. You might try spraying something nice-smelling into those vents to see if it is drawn into the car while the AC is running, set to outside air.
Hope this is helpful.

My 93 honda accord ex will not start right away in the mornings. I crank the ignition and it sounds like when a car is out of gas and wont start. I have to do this at least 3 times every morning before it...

You have a small air leak on your fuel line or the line is not holding pressure when the vehicle is off. The reason it is hard to start at first is it is having to pull fuel all the way from the tank and prime itself. You can verify this by pour a small amount of fuel in the throttle body on the first time you start it and if it starts right up then you know this is the issue. If you have an electric fuel pump it maybe a faulty valve in the pump that is letting the fuel come back down the line when it is off instead of maintaining pressure as it should..
