Question about 2003 Dodge Stratus
The code means something wrong with the EVAP system your cars fuel canister lines my be leaking or its as simple as forgetting to tight up your gas cap. as far as running rough.. this is kind of vague but anytime my car runs rough i change out air cleaner and plugs, usually 90% of the time this fixes the rough idle ,but for example today in fact i had a rough idle and the car has 297000miles on it and i"ve never ever serviced or thought to clean my idle control assembly before...so before i even started to take it off i found the screws were both loose...so i took it out and was so embarrassed that it was 297000 miles worth of grime on it, so i just sprayed it cleaned it with Gummout Carb clearner and made it look almost new. I just got through doing this...so i started it and it took awhile for it to reposition, because i pushed the spring in.. but now it seems to be idling a lot better. if your car still runs rough check the condition of your plug wires also.

P0316 crankshaft position sensor, camshaft position sensor, or a wiring issue. Since this code indicates a start up misfire, pay attention to items which may expand or contract when cold (if the code sets when the engine is cold), or hot (if the code sets on a hot restart).
If you have other misfire codes that pertain to individual cylinders, you should attend to them first P1151 has a huge list of things that it can be, But included in that list is the camshaft position sensor , po1131 is the same thing, all building up to your car is running lean , so I'd do the sensor (cam) and check timing,,
