Crawl under the vehicle and look at the clutch assembly. If there is a bleeder valve it's hydraulic.

Kia K2700 front brakes binding, new master and load censor.

check the adjustment of the pedal for the master cylinder
the rod attached to the pedal must be free about 1" movement before the master cylinder is activated
if the pistons in the master cylinder are not free of the compensating ports tyen hot brake fluid will push on the calliper pistons and apply the brakes
the load sensor is only a proportioning valve to allow more pressure to the rear brakes under a loaded situation
you may have to take it to an accredited brake specialist shop to properly diagnose the problem

Should piston go all the way back where it is flush with piston outer housing?

Measure the thickness of the disc. It could be thin enough with the worn bads that the piston is coming out so far that it is binding in the bore.

Callipers on passenger side front and rear had locked down while the car sat on millitary base for nine months. Purchased new callipers (all four) pads rotors etc to get my sons car back on the road. Now...

Sounds like the master cylinder has bailed on you as well. Pedal going to the floor is the common sign that it's bad. To prevent any more aggrevation's, match the part, port for port, size, shape, and mount flange before putting a drop of fluid in the new one. It's a critical part and should obtained from Hyundai. Have it pressure bled, or have the dealer do it. The ABS sometimes requires special equipment to bleed the system.

After applying the brakes ten to fifteen timesthe brakes bind

Your brake fluid has absorbed some water from the air and when the fluid gets hot, the water vaporizes. Drain the fluid from the master cylinder using a squeeze bottle and a piece of tubing, refill with new fluid from a tightly sealed container, then bleed the brakes.
