Highbeams work, low beams do not. vehicle is stock. both stopped working at the same time. running lights work too.

Are your low and high bulbs combined (a double filament) or are they 2 separate bulbs?
Make sure they have not blown using a meter or swapping for new ones. Both blowing at the same time would be unusual but not unheard of. Bulbs fine, then check the fuse and follow the wiring and see if there are any breaks, bad connections at junction blocks etc. My guess is no power to both the bulb holders and as the wiring splits off to left and right bulbs after the fuse box or relay, the fault will lie in the wiring before the fuse and relay or in the lights activation switch itself (at the stalk if that is how they are turned on). At the activation point there is a series of springs, contact points and wires etc. that activate the lights depending on the combination or position of contact. It is possible that the contact for high beam is functioning correctly and the low beam is not so no power to the bulb. A build up of corrosion or dirt can stop the contact as can the opening up of a gap due to a worn spring not pushing the contacts together.
Check to see if there is power after the switch, because if not then the switch is faulty. I say this because there must be power to the switch as your main beams are okay.
Good luck with it all and I hope that I have been of some help.

1995 accord horn not working.hear horn relay clicking but no current at horns when checked with test light. bad horn relay?

Check your wiring diagram and check for power coming out of the horn relay. Suspect a bad relay.

Yes, LED light bulbs have ten times the life hours of incandescent bulbs and use a fraction of the energy.

I need to find the flasher relay for a grand marquis 2001 .does it has one? My turn signals wont work I can hear the sound but don't even flash

Yes, it does have a flasher, although it may be a combined unit with the hazard flashers relay. So you hear the clicking of the flasher relay? That seems to indicate the relay is working properly. Have you checked the bulbs and the turn signal fuse? Any turn signal bulbs light up anywhere, front or back?
How about your brake lights, do they work? Your car may have separate, stand alone turn signals in the rear, but many American cars use the same bulb and same filament on the bulb for the brake lights and turn signals. If your merc is like this and the brake lights work, then the bulb must be good.
Turn on the hazard flashers and see if all bulbs work and flash at each corner of the car. This would be the same bulb as for the turn signals. If they work, it could be a bad turn signal switch, may even be the flasher relay somehow malfunctioning, and in a few cases, a bad hazard switch can affect the turn signal switch. Check fuses and bulbs first. If you have any type of body control module that controls lights and other accessories, you may have to investigate that. I know I'm not being very helpful, just throwing out a few suggestions. Good luck.

My fog lights won't work but switch shows power, however when hit the switch can hear the relay on passenger side fuse box can hear it click does that need replaced

Hi, if the light on the switch is coming on, the relay is fine. Unless both bulbs are burned out, the problem is in the wiring between the relay and the lights. I recommend you trace the wiring backward from the passenger side fog light to the power box under the hood to see if the wire is cut. There should be two wires coming out of the power box--one going to each fog light. If the wiring looks good, it is also possible that the ground to the lights is bad.

94 gmc suburban, right rear signal light will not flash, fast click at turn indicator. checked relays and bulbs and all are good. any ideas of what could be problem?

Fast click means that the command from the relay doesn't reaches the bulbs - there's a break in the wiring. Or the grounding for the bulb is corroded.

2005 honda accord. rear defrost not working. fuse and relay good. when touching fuse with test light ,relay clicks, test light does not light up

A common mistake is that when someone hears the relay click that it is good. The tips inside the relay can pit or break off but it still makes the clicking noise. I would check the wires really good and check voltage in and going out, The relay is probably bad or you may have a carroded wire.

No low beams bulbs are ok fuses look good

There may be a relay that operates the low beam lights, check the owners manual to see if there is a relay, you should be able to hear it go "click" if there is one.

1986 Chevy Caprice Classic Horn not working

Diagram should be on the inside of the fuse box or relay cluster lid/cover. If Test light has 1 wire and a sharp tip? Yes, but only if you push the horn button too ;-)

My guess is that the horn lost its ground, but you can check this with the light. The horn only beeps when both GROUND and Pos 12v are present. The horn button gives the relay 12v to close, and the relay gives the horn 12v to operate. The ground is always connected.

Connect tester clipwire to 12v source (battery, headlight (has to be on) and touch its tip to metal of car. Does it light? Good. the tester is working and the 12v is a good source.

Touch one of the 2 horn connection or wires (poke it thru the plastic - why tip is sharp). Does it light? Touch the other, does it?

If both light, (1 will be brighter) we can assume the horn coil is good and it is getting a good ground and I was wrong (it happens... but not often). The side that is BRIGHTER is the ground wire side.

Now have someone mash the horn button. Do you hear a tiny click? That is the horn relay. If not, look for the horn relay fuse and replace it. If you DID hear the click, the relay coil is good and is trying to switch 12v to drive the horn.

Now is time to locate and replace the horn fuse or the relay may have bad contacts. Look at the other relay part numbers in the cluster and see if there is a match for the horn one. Swap it out and try the horn.

Hope this all helps. To 'test' the horn, touch the dim side again anf listen for a scratching sound. That is the 12v going thru the tiny bulb in the tester (a resistance) and trying to drive the horn.

Good Luck!
