Question about 2004 Lincoln Navigator
Turn the vehicle off, use a multimeter and contact the bottom of your lighter socket, making sure not to touch the walls. Then touch the other to the wall and you should get a resistance value less than 1M Ohm. If the resistance is extremely high, then you have an open circuit, which could be caused by a blown fuse, or broken wire. If the resistance is really low (20mOhms) or somewhere in there, then there is a short some where in that circuit.
