1999 pontiac sunfire clutch pedal stays down

The hydraulic clutch works much like the brake system, there is a master cylinder with a piston and spring that should keep the pedal up.
You may have to take the clutch master cyl off and inspect the internal parts.

The clutch pedal sticks down when trying to engage

YOU DO NEED A NEW DISC AND MOST LIKELY A MASTER AND SLAVE HYDRAULIC CLUTCH CYLINDERS, THE STICKING MAY BE DUE TO OVER TRAVEL DUE TO THE WORN OUT DISK.

THE CLUTCH PEDAL AS LITTLE RESISTANCE WHEN PRESSED AND PEDAL STAYS ON FLOOR HAD NEW CLUTCH AND CABLE AND PLASTIC ON PEDAL

Have you bled the clutch system? Any leaks in the cylinder? I would try those first. Is the reservoir full of fluid? You can also adjust the nut on the cable to adjust the clutch linkage.

Clutch Pedal Position (CPP) Switch
The clutch pedal position switch (CPP) is controlled by the clutch pedal. Depressing the clutch pedal manually closes the CPP switch and allows engine cranking. The CPP switch will also deactivate the speed control system.

The Clutch Pedal Position ( CPP ) Switch is near the brake pedal. It has a 6 pin connector on it ( all 6 pins are in a line ) that has 4 wires from it.

When you bleed the system make sure to bleed in 2 points.
One is the slave cylinder, the other one is in the joint of the line (hydraulic line) when it passes from the chassis to the engine (right above the transmission). loosen the bolt just a little and press the clutch again (several times).
then you will be done bleeding the system correctly and your clutch will work again!
