I think that you have a bad flasher unit try replacing that.

I always trace the earth in cases like this.
Check vehicle chassis earth points for corrosion. The only effective way to do this is undo them, use abrasive (cloth, tape, paper), apply a smear of grease and remake the connection.
Find the indicator relay - unplug and plug in again.
Check wiring for any faults with a multimeter, checking with the bulbs out for a short, and in for continuity.
Replace the relay if it appears faulty.
