You must programme them and it will cost yo a arm and a leg.

I'm afraid you have been conned!
Key Cards come from factory by special order by VIN number and can't be coded onto any other car.
So basically the card is semi-reprogrammed by the factory and then fully reprogrammed by a authorised technician.
