quick test, have someone tap the starter while you hold the key to start, if it turns over you need a new starter.

Not starting

This may be due to a bad battery or starter, first have the battery tested , the battery is located inside the bumper area, you will need to remove tire and cover to get to battery, start there, good day

1995 dodge stratus has no power to coil or fuel pump. auto shut off relay has power and works. is the pcm bad?

No one can guess at your issues

You need a dealer or repair shop

PCM don't fail often, and like any
part, nothing ever gets replaced without testing

Testing -- is professional grade scan tools,
oscilloscopes, etc, by people who understand
the systems they work on

Will not crank

Did you replace the starter relay yet ?
A quick and repeated clicking sound, like a mini machine gun firing sound is usually a dead battery or bad electrical connection, but it could also be a bad starter relay.
You sound experienced enough to know if you see a corroded wiring connection this would be a sign of a bad connection.
Are you sure the new battery has enough charge in it to turn the car over? Try jump starting it just in case.
Good luck and keep us posted.
