This is a mileage comtrolled light and the oxagen sensers and other sensers are to be checked and or replaced with new ones. The old sensers are likly to be OK but for best performance they should be changed anyway as failure causes all kinds a mixture problems that if left unrepaired can kill the car nd or cuse very expensive emission control repairs that can be avoided.

Just because the light come on and the electronics work doesn't mean the battery has enough of a charge. Some systems won't engage the starter unless it has over 9.6 volts. Try charging or jump starting and see if it makes a difference. If you can find the started make sure the wires aren't loose and you can try and tap on the stater while someone else is trying to start it. First thing I would try is to see if it will start in neutral. Sometimes when you put it into park the safety switch doesn't get fully depressed

Dexron III ATF is what BMW called for in the power steering pump in these models. However, GM no longer makes a type-III ATF!
Nice thing about GM Dexron specifications is that any higher numbered fluid meets the requirements of previous, lower numbered fluids. What does this mean? Siphon out as much as the old junk as you can. Refill with Dexron III and if you cannot find that? A common on the shelf *upgraded* synthetic fluid can be found in Dexron VI that more than adequately surpasses previous Dex-III specifications. So use with confidence! Pour and forget...
