There should be bleeder screws near the water outlet ,on the top hose,on the engine.Pour coolant in the reservoir, over full mark, then fill radiator full, replace the radiator cap,and loosen the bleeder screw until the coolant runs out without air in it,then start the engine and let it run,do not let it run hot,if the fans do not come on,cut the engine off right before the engine gets to the above normal range, let it set for 35,to 40 minutes, and check the reservoir, and see if the level of coolant has dropped any,if so,then add to the reservoir, and repeat the process, let the engine run, when the cooling fans start coming on,make sure they go off on there own also. But during all this,do not turn the ac on,or defrost, this will activate the cooling fans, witch we do not want,we want the fans to come on,and go off on there own.

Why does my fan keep running in my 2003 Volvo S 60 after the car is off?

It can be faulty fan relay. The relay is not turning the system off.Or its wire short issue.Even with ignition off ,the fan relay is getting power so its not letting the fan to turn off.Bypass the fan control relay and see if still the fan works with ignition off or not.
