Check all your fuses.and i mean all. some fuses feed other fuses so a cig lighter or other fuse could be feeding your guage fuse

My radio and my gas and mileage and temperature hand keeps going in and out what could that be

There are a few things that could be causing this problem. Wiring could be pinched, instrument cluster could be going bad or even a ground wire that is corroded.

Dashboard power is out

There are at least 4 fuses in the box in the engine compartment that power the cluster.
Have you checked all of the fuses with a test light ?

My gas guage is stuck on 3/4 tank being full what do i need to do to fix it

If the problem happened right after you replaced the pump, I would say the sending unit in the tank is not connected to the harness.
You could check the circuit to the gauge at the connector for the tank.

I have no heat coming out of the vents. Blows

If the temperature is cold outdoors, this can be a symptom of a stuck open thermostat. With the thermostat stuck open the engine never gets warm, so it won't give good heat. It's not expensive to get a new one, and they are easy to replace, so take it in and have it checked. Another symptom of that is very low gas mileage in the cold weather.

Gas hand always on E. Despite filling tank up the hand will not move

Thanks for using FixYa.

If your fuel gauge stays on E and does not move at all. You probably have a bad gas tank floater or its probably just stuck. You need to bring your car to a local shop and have this repaired. Its dangerous if you try to do this yourself because you might inhale gas fumes or you might mess up your car then you end up spending alot more.

I hope this helps. Thanks and have a nice day.

Display reads oil at 15%

You will have to reset the maintance light. Turn the key in the on position.( Not the crank position ) Push the trip meter button until you see the mileage reading. Now turn key off and with left hand hold in trip button. While holding in the button with left hand turn key to on position until you see dash lights. Hold button in until light starts to blink then after 4 blinks release button for 4 blinks then hold in again until light resets. If it doesn't work try trip A instead of mileage reading.

Gas Gauge Stuck after FIll UP in Frigid Cold Weather

The float may be stuck in the UP position. To try thawing it, refill the tank and park in a heated garage.
This is a picture of a typical float:
