im pretty sure these cars were already prewired for fog lights .there should be some plugs behind the bumper to fit them.if not get back i will explain how to wire them up.best of luck.

SOURCE: Fog light bulb replacement
This bulb can be replaced without removing the washer fluid reservoir. There are 3 screws that go through the bottom edge of the bumper cover into the right inner fender guard. Remove these screws and pull the inner fender down to gain access to the back side of the fog lamp and remove the bulb.

The Heater core is bad. Check with VW to see if there is a recall on the heater core. You can try a stop leek or a little (two table spoon of) black pepper. If you are going to keep it look at replacing the heater core.
