There is a good chance that the electro magnetic compressor clutch is bad and will need to be replaced. The compressor is good, but the clutch system has a short in it at the compressor's clutch, which is causing your fuse to blow.
Test the connection at the clutch for a short if you have a multi meter. If it shows you have a short, then replace the electro magnetic clutch solenoid.
Thank you for using fixya and be safe.

SOURCE: Just replaced a/c compressor and
If you have the system down to 29" you shouldn't need the compressor running. You don't indicate if your trying to recharge with 12oz cans or with a 30# bottle. With the cans you should be able to turn them upside down and put the freon in as a liquid. It should just get sucked into the system. When no more will go in by that method there should be enough in the system to allow the compressor to engage when you turn it on. Then you can top the system off by adding the rest as a gas (can upright). I'm assuming you're connected to the low pressure port if you're using cans. We use a machine that pumps the freon into the system so the compressor doesn't get used in the process.
