Every couple of weeks I put my '99 SL2 into reverse and it wont go.3 times I wasted good money on mechanics who thought that it was the ATF that needed flushing & filling yet the problem persists?Any idea?.

What would make the coce rich exhaust to come up

Replacing parts without analysis is just wasting money. You need to take it to a mechanic with the right engine analyzer.

Shaking and almost dying while in first gear and backing up

there could be a transmission problem, if you can have it hoisted get the trans cover off, look for metal shaving s or sediment- if it exists then that is your issue if automaticc, Transimssion cogs could be seizing if its manual. If not then I would be looking at your suspension components.

The chip in your ignition key is bad or most-likely the computer that controls the anti-theft part of your van, called PATS. Not an easy fix unless your mechanically inclined and know how to operate a multimeter...write back if you are...otherwise, find a mechanic good in electrics and tell him what I said (so he doesn't waste YOUR time).

95 dodge stratus transmission problem

Whoever told you that you need a new transmission was correct!! I had to have mine replaced last September. Unless you have a friend that's a mechanic it's going to cost you at least $2000.00 if not $2500.00. Hopefully you have some mechanic friends. GOOD LUCK
