Question about 1995 Toyota Tercel
Kind of hard to say without seeing all the readings and knowing the mileage, but just off hand the problem is likely the oxygen sensor and / or the catalytic converter. I would start by replacing the oxygen sensor because they are cheap and really just maintenance if the mileage is getting up there. If that doesn't bring CO down significantly then the cat is likely your problem if the engine in a good state of tune.
