It's in the passenger side of the dash, behind the glove box.

Where is the turn signal flasher relay?

If you have the owner's manual there will be a fuse box diagram and it should include all relays. If not you can purchase a Haynes manual that will also include the diagrams. Most likely the flasher is in the high amp fuse box under the hood and there is usually a diagram on the cover or in the fuse box itself.

How do I replace the flasher on my 99 Jimmy?

On the passenger side of the truck, get up behind dash, and under the access panel, it's mounted in fuse panel behind the glove compartment. Pull out and replace.

Still trying to figure out my blinkers on the 1992 gmc jimmy

It's possible that you have a bad flasher, even though it is new. Check the connections to the flasher and the grounds on your lights.
