Question about 1997 Jeep Grand Cherokee
The solenoid on the starter could be bad. The solenoid has a contact in it, when power is supplied to the solenoid, the contact powers the Bendix to kick out the starter drive and also contacts the starter itself to make it turn. The contact to make the starter turn is bad, they are copper contacts, and over time, they don't make good contacts anymore. You'll need at least a solenoid, easier to get another starter.
