A 2003 Ford Explorer should have a belt tensioner, basically a spring loaded device which keeps tension on the belt. Here is a general idea of what they look like:

How to change a timing chain tensioner on 2002 ford explorer

Pull your Serpentine belt, remove the Cam Belt Cover, (it may be advantageous to remove front wheel in the Cam Belt side) Remove the timing belt and time the engine to specifications, make sure you are on #1TDC, remove the tensioner and replace. if there is and Idler pulley replace that as well. You can use Spray Carb Cleaner to clean the pulleys before replacing the belt. Note, you may have to also remove the Harmonic Balancer and pulleys from the crankshaft.

Your vehicle has an automatic tensioner and is not adjustable. If the belt tension is too low you will have to replace the tensioner.

2004 ford explorer how do you release the tension on the tensioner for the belt replacement

You put a ratchet or breaker bar into the square hole in the front of tensioner then push to the side to release pressure, do the same to get new belt on.
