No it cannot ,check the upper and lower swivels ,these tend to tighten and are adjustable by means of spacers under the nut ,thin metal washers which are shims they also have grease nipples .inflate tyres to 1,8 bar as well this will help .If it has them big alloys on then will make it heavy as well ,although i wouldnt mind betting that the swivel joints are worn inside causing the heavy steering ,also inside the swivels are spring loaded cups and iam sure this is your problem the muck and rain has got into them

Mazda rx8 steering heavy

Hi and welcome to FixYa!

Please try to fill in the power steering fluid on the power steering reservoir. When filling please move the steering wheel to the left and right for the fluid to go down. This can help lighten the steering wheel. Please do check if you have power steering leakage too for this may be the cause of fluid loss.

Hope this helps and thank you for using FixYa! Have a good one!

The powered steering in my mini is not working correctly, the steering is very heavy and it would appear the power steering doesnt exist of my mini cooper s 2004 model.

check the power steering fluid if it is full then you would have to replace your power steering pump if not you might have a leak and if so get that fixed before you destroy your power steering pump.
