You will need to call out a locksmith to come over to where you 1989 Mercury Tracer is located and have them make a new key for your ignition cylinder. If you don't have the money to pay for a locksmith then the next cheapest thing that you could do is break the ignition housing using a screwdriver or dent puller and this will allow you to turn your vehicle on and off.
