Question about 1996 Dodge Caravan
This is the passenger side, correct?
On this side, you should not have to take out anything. Look on the back side of the light under the hood and you should see the wiring on the back of the light. The bulb simply turns counter clockwise to come out, and then take the bulb out, new in, and screw in clockwise.
These sockets will only go back in one way as one or more tab are shaped specifically for one insert point. This is to make it "easier" to put back in. Just look at the flanges on the socket and on the backing of the lense cover and match each with eachother.
To make it easier, when removing pay close attention to which is where.

There is an access panel on the inner fender. if you look inside the wheel well towards the front, you will see a removable 4 inch circular door that turns to unlock, then remove. you can then get your hand up to the back of the lense, and turn the lamp socket counter clockwise to release, then pull the bulb out of the socket. good luck!

There are bolts under the hood on top of the plastic housing. If you look at the light cover you can see where it connects to the body. Either the bulb twists into the housing and all you have to do is twist it out (to the left or right) or you have to unscrew the housing pull it off and change the bulb then put the housing back on.
