There is a fuse.Check your owners manual and it will tell you where it is located. After checking fuse and still does not work you may have to replace switch.

Where is the headlight fuse located on a 92 ford crown victoria?

If you are keeping this vehicle and do your own work on it, I 'd recomend going to ebay and buying a original Ford EVTM (electrical vacuum troubleshooting manual) for your specific vehicle. It is a very simple and well illustrated book to understand.
I have one for my 1992 crown vic. It show a 40 amp fuse in the engine compartment fuse box for the lights.

Possible failure of the park/headlamp fuse which is in the main fuse box located under the dashboard.
Look underr the inscription of park lamp/H lamp for the blown fuse and change with the spare.
