More than likely the transfer case motor actuator is defective, try hitting the motor with a rubber mallet, the motor may start working again, also while u are under there make sure all the wiring to the transfer case is in good shape, pull the connector out to the motor actuator and plug it back in a few times to see if you have a faulty connection, if none of this works you will need to replace the motor drive assembly, it is not repairable, no parts are sold for it, it is a dealer part only.

This vehicle had option of three different transfer case ! Which one of these is the one in your vehicle ?
Transfer Case - NVG 120-NR9 Transfer Case - NVG 126-NP4 Transfer Case - NVG 226-NP8
The New Venture Gear model NVG 226 RPO NP8 transfer case is a two speed automatic, active, transfer case. The NVG 226 provides five modes, Auto 4WD, 4 HI, 4 LO, 2 HI and Neutral. The Auto 4WD position allows the capability of an active transfer case, which provides the benefits of on-demand torque biasing wet clutch and easy vehicle tuning through software calibrations. The software calibrations allow more features such as flexible adapt ready position and clutch preload torque levels. The technology allows for vehicle speed dependent clutch torque levels to enhance the performance of the system. For example, the system is calibrated to provide 0-5 lb ft of clutch torque during low speed, low engine torque operation, and predetermined higher torque for 32 km/h (20 mph) and greater. This prevents crow-hop and binding at low speeds and provides higher torque biases at higher vehicle speeds, to enhance stability.
The New Venture Gear model NVG 126 RPO NP4 transfer case is a one speed automatic, active, transfer case. The NVG 126 provides only one mode, Auto 4WD, and is transparent to the operator. The active transfer case provides the benefits of on-demand torque biasing, wet clutch and easy vehicle tuning through software calibrations. The software calibrations allow more features, such as flexible adapt ready position and clutch pre-load torque levels. The technology allows for vehicle speed dependent clutch torque levels to enhance the performance of the system. For example, the system is calibrated to provide 0-7 N?·m (0-62 lb in) of clutch torque during low speed, low engine torque operation, and predetermined higher torque for 32 km/h (20 mph) and greater. This prevents crow-hop and binding at low speeds, and provides higher torque biases at higher vehicle speeds, to enhance stability
The New Venture Gear (NVG) model NV120, RPO NR9 transfer case is a single speed, full-time, all wheel drive (AWD), transfer case that incorporates a front/rear drive differential carrier assembly.

You would be better off to just find a rebuilt one, they are really not that expensive. Google it, many places rebuild them. They also offer free tech advice just on 4x4 issues.

Won't go into 4 low

Have you tried shifting the automatic transmission to neutral, or if manual transmission- place shift lever to neutral position, then shift the transfer case to neutral position wait a couple seconds then try shifting to 4 low- if you have manual hubs, engage those last. This removes most of the potential mechanical resistance that should allow for the transfer case to shift.

If it still will not go into 4 low you may be dealing with damaged teeth, bent shift dog or worn internal bearings inside the transfer case. As I recall, that was NOT a shift on the fly transfer case.

The Transfer Case Control Module (TCCM) in this model year have been known to hang up, try pulling fuse #48 (4WD) in the rear fuse panel located under the left rear seat. Reinstall fuse and see if everything works OK, if not, you probably need to replace the TCCM.

I HAD A BLAZER WITH THE SAME SYMPTOMS REPLACED THE TRANSFER CASE MOTOR AND SOLVED PROBLEM. TRANSFER CASE MOTOR SHIFTS FROM HIGH TO LOW GEAR IN THE TRANSFER CASE AND TELLS THE FRONT ACTUATORS TO INGAGE FRONT HUBS . MOTOR WON'T MOVE TO 4 HIGH AND GRINDS WHEN TRYING TO MOVE TO 4 LOW, TRANSFER CASE MOTOR FAILING . CHECK VACUUM LINES AND ACTUATORS ON FRONT DIFF THEY FAIL, CAN CHANGE TO CABLE ENGAGEMENT INSTEAD OF FAILURE PRONE VACUUM ACTUATORS.

1999 ford ran ger is stuck in 4x4 low

I'M NOT COMPLETELY SURE BUT WITH MY EXPERIENCE SHORT OF DAMAGED MECHANICAL PARTS (INTERNAL WORKINGS OF THE TRANSFER CASE) IT COULD BE ONE OF THREE THINGS FIRST TRY TO DRIVE THE TRUCK IN REVERSE 35 OR 40 FEET WITH SWITCH IN 2 WD THIS MAY UNBIND SYSTEM AND POP IT OUT OF LOW IF THAT DOESN'T WORK CHECK FLUID LEVEL MOST LIKELY ITS ATF FLUID BUT CHECK YOUR MANUAL SHOULD BE TWO LARGE BRASS BOLTS ON REAR OF TRANSFER CASE REMOVE TOP BOLT FLUID SHOULD BE LEVEL WITH THOSE BOLT THREADS AND LASTLY IT COULD VERY WELL BE THE ACTUATOR MOTOR ON THE TRANSFER CASE
