How do i adjust ignition timing on a 1996 cavalier 2.2

that shold be electronic timing. Unless teh timing belt has stretched the timing should be controlled by the ECM. This assumes I am correctly seeing that with the 4 cylinder that has a coil pack on it. If it has a coil pack there is no adjustment you can make to it. If it needs timed then it is because the timing belt needs replaced and if there is more than about 60,000 miles on that belt that is the most likely case.

Coil pack keeps going bad,

Your problem sounds like an intermittent short in the power feed to the coil pack from the EEC module
