Question about 2000 Ford Crown Victoria
Someone systems are operated using engine vacuum. With no vacuum the system will default
to the defrost mode. The most common cause for loss of vacuum to the a/c
control is a damaged vacuum hose under the hood. Firts step, I suggest inspect the vacuum hoses. Look
carefully for broken or damaged vacuum hoses. There is a vacuum tank
near the front fender which stores vacuum for the a/c system -
follow the hoses to and from that vacuum tank.
I dont know excactly if.your panel is controlled by the blend panel actuator or motor. In this case, the actuator connects to the blend panel via plastic fins that are molded as part of the blend panel. Somehow, the fins on my blend panel had broken off, so the motor was not able to move the panel.

One of your flap operating pistons has got the diapragm gone or the vacumn pipe that supplies the vacumn has pèrished on the end of the pipe where it connects ,But how you get too it is very difficult because it will involve removing the centre column at the very least if not the maybe even the complete dash ,but it may be possible to obtain access through the radio hole,i honestly do not know this model car because its not available here in spain
