Question about 1993 Honda Accord
Sounds like the transmission control module (TCM) is not responding to vehicle speed sensors input or speed sensors are defective. One maybe but two sensors not likely). Take the vehicle to transmission repair shop and have them scan TCM for codes then take it from there.
