Its from experience. Each pulley is in front of a component. So it is a matter of identifying them. You will have a water-pump, alternator, A/C compressor, P/S pump, and crank.
You may be asking what the difference is between an idler pulley and a tensioner pulley. If so, the difference is: the tensioner is spring loaded and the idler is held in place a bolt and just spins, it can not pivot.

Usually it is the belt that when it gets old it will start squeaking.
Your car is an older one so it may be a pulley but if the sound goes away it probably is your belt.

Find bad pulley, see what it is connected to and you have your answer. If you don't know what part you are looking at, make a chart showing each pulley and belt route and take to dealer to identify part.

Intermittent sqealing engine runs quietly for a while, then more squealing. no overheating. friends tell me could be problem with water pump

Most likely a bearing on one of the engine pulleys, and probably the idler pulley. The best way to find out is to remove the belt and spin each pulley by hand. Listen for "roughness" or a grating sound. Try to move the pulley in and out to check for play. Little or no play is good. All should spin smoothly and fairly easy.

NOTE: Make sure you know how the belt goes on before you take it off. Draw circles on a piece of paper to match your pulley size and locations, then draw the belt around the pulleys exactly as it appears on the engine. Hope this helps....Let me know!!!

I have a 99 pontiac grand am the belt seems to have melted off, does anyone know what would cause that to happen?

It sounds like one of your accessory drive pulleys has seized up. Check every pulley by hand except for the bottom (crankshaft) pulley. With the belt off, attempt to turn each pulley in the clock wise direction. Next, carefully examine the belt tensioner pulley. Look for signs of burning rubber on any of the pulleys. If you run across a pulley that you cannot turn by hand that appears to be frozen solid. (except for crankshaft pulley), then that accessory might be seized. The AC pulley is a good place to start. The belt tensioner pulley is another problem area to check. If you cannot locate the problem by using this method then post a comment to let me know and I can tell you how to check for that problem using a replacement belt and a timing light. I hope that this information will be helpful to you.Thank you for using Fixya.com.

I have changed the belt. now they say its a pulley making the annoying sound. i don't know which pulley it is. it seems like it is the one on the lower left. but i don't know what that is called.

alot of times that will be the tensioner pulley or just teh single pulley by itself. One way to try to check to see which one it is is to removed the belt. all pulleys should turn freely and not wobble.Good Luck!!

Need to know how to time a 1995 honda accord just need to know where to put the marks on the gears for the short belt

The timing pointer must be aligned with the white mark on the flywheel. The cam pulley must be set so the small dot or the word UP is vertical and the marks on the edges of the pulley are aligned with the surface of the head, then the belt is fitted to the engine (pulley) and slid onto the cam pulley.
There is also a procedure for setting the adjusting bolt, which I assume you know?
