Where is it stuck? Do you have a defective horn button or a shorted horn relay? If you don't know, by gently and evenly pulling on the horn button. You should be able to stop the horn from sounding. Even if it is for just a moment. If nothing then locate the relay and inspect it. If you pull it out and put it back in. Can you feel the relay click? If not the relay is probably bad. These are the two easy things to do first. If if doesn't help you then you may have a short in the horn wiring and a ground wire has grounded itself someplace where it should be. Let me know how it turns out.

My horn stopped working on my 89 4 runner it's not the fuse I believe it's called a horn pin that is wearing down where is it? and how do I fix it? thanks Ron

who told you it was a horn pin, if it is ? it is located in the steering wheel pad, you have constant power coming from the relay, which is then earthed to the column when you press the horn, it could also be the relay or the horn itself, tests will need to be carried out
