What could be causing my jeep to be cutting off?

Could be a fault in the wiring or ignition switch but most common failure is either the crank sensor or the fuel pump (if you can't hear it running after it cuts out and you turn the key back on, it is likely the problem) Cam sensor can also do that sometimes but far less often.

Will the pressure regulator cause the car to over load and cut off

I'd suspect the fuel pump is the culprit, have the pressure checked.

Jeep just cuts off when driving, after a few seconds it will cut back on. all instruments and engine turn off. then they will come back on after a few seconds that seems like a long time.

If alternator isnt working and dodgy battery terminal this would cause this problem ,but not sure if battery has to be connected on this model for the alternator to charge ,but check and clean then grease battery terminals its worth a try

My Jeep Grand Cherokee car cuts of

Likely the ignition system is shutting down. Code tests must be done as well as individual component tests, using a digital multi-meter and a manual such as chilton or haynes as a guide. The small explosion you hear likely is from a small amount of unburned fuel entering the hot exhaust and exploding right after the ignition is off. Once you fix the cause of shutdown that will disappear. The main items I'd test first are the crank sensor, cam sensor and the ignition switch itself, any of which can cause a shutdown. Also make sure the fuel pump isn't getting hot and turning itself off.

Wher is fan sensor and fuse for radiator cooling fan 2002 jeep ch

Yes your fan relay has failed . Pull you right front headlight assem out . Look threw the holes in the plastic that the light assem set in, it is underneath the plastic screwed to the body. You can pull the grill assem off to get to it or you can cut a 2 by 2 inch hole where the channel is in the plastic where the headlight goes. Citting a hole there wont cause any problems. If you cut a hole , cut it at about the center of the channel at the half way point from the front to the back. This is a solid state relay so it looks different then your typical relay.

Did you check the fuel filter? Did you check pump pressure? A faulty pump or a partially plugged filter can do this. Obviously filter is the first thing... it's easy to do and is often neglected, likely overdue for service anyhow! There are other things that can also cause your problem but I'd look at the common stuff first!
Good luck

do you have to wait a while after it cuts off before you can start it again? If so, it is probably the crankshaft location sensor which is mounted on the bell housing @ the front of the transmission, driver side, up rather high, it can be reached from below, it has one plug in wire and I believe one or maybe 2 mounting bolts.
