your timing may be off. there could also be a blockage in the fuel line. when this is occurring, is it when your fuel level is low or at all times?

The first thing to check is the fuel filter. Then i recommend running a fuel cleaner like STP or B-12 Chemtool. It helps clean out trash in your system to prevent problems like this.

NO accelleration on hills

disconnect your air mass sensor then drive to see if the problem went away. this sensor tells the computer when the air filter is bad. a bad air mass sensor will change the computer setting and make your car loose power.

Check engine light is flashing and it doesn't want to accellerate easily, has trouble uphill. then last night, the locking fuel cap broke because my friend didn't know to push in and twist to unlock.

When the cel flashes continuously that means there is a problem that needs checked out right away. As for the fuel cap. The best thing to do is break off the outer cover then you can get to the part that connects to the fill pipe and turn it out.

1999 dodge caravan runs okay until you try to quickly accellerate or when attempting to go up a steeper grade. At these times it pops back through the intake and you lose power The power loss is worse...

have a fuel pressure check ran on the vehicle to make sure it is mantaining the proper fuel pressure at all times.it may be holding enough to keep it running at low acceleration.i hope this helps

I am told the timing chains are loose. The engine makes almost pinging type noise when accellerating at low speeds or uphill. How is this fixed and at what cost? What if problem is left unresolved?

the engine is pinking thats all ,use a higher grade fuel ,it should run on 95 octane but try it on 98 octane and this will cure it .timing chains loose ?? i think this mechanic needs to go back to school

a muffler shop should be able to test for restriction in the exhaust, this will tell him the catalytic converter(s) are plugged or not.

Ac blow cold then go to heater

Does this happen when you're going uphill, or accellerating? If so, it's likely that the controls are vacuum operated. Check all the vacuum lines for cracks, look for disconnected vacuum hoses, etc. Some cars have normal drift of the controls that you speak of when under hard accelleration or going uphill.
