Question about 2001 Kia Rio
Have you checked the timing belt on the engine? i had a similar issue with my ford escort wagon. it is definitely something that needs to be ruled out. what have you checked already?

This could be a bad thing or it could just be the guage failed. I would bring it in to dealer and hope you are under waranty meaning under 100,000 miles. And single owner.

you have to take off the speedometer cable/wiring harness from the top of the trans and fill it from there....one 10mm bolt...very awkward spot...it might be snug, so just take a flat head screwdriver from underneath to tap it loose...
