Emision light is on rev drop suddenly from 800 to 500 and surges up and down whilst idling when in drive at traffic lights Is it sparkplugs , thotle modual or engine management computer

it sounds like a lambda sensor issue, the lambda sensor is located on the exhaust manifold, it controls the emisions, it also controls the air/fuel mixture to control the emisions, if it is faulty it could cause the engine to surge like you describe
Sounds like you have a fuel issue. It could be a fuel pump cutting in and out. It could be fuel pressure regulator, or an injector not spraying correct. I think it's time to find an honest educated repairman.
You are probably having problem with your Idle Air Control Valve (IACV). It can rev your motor up to the point where you are driving down the road at 40-50 MPH with out touching the gas pedal. Fortunately, unlike that other brand,you can use your brakes to slow back down. If the new part is too expensive($435 on the 2003 Lancer) you should be able pick a good one up at the salvage yard cheap. The IACV for most cars new sells for $25 to $50.
Depending on how noisy the car is whilst in drive it may not be a problem or one that can be fixed, when the car is idling depending on the car ofcourse it will idle between 800 - 1000rpm, once the car is in "D" the engine puts load on the gearbox and thats why the revs drop its completely normal and causes no harm to your car. If the noise is an exhaust related problem you may just have an exhaust leak.
