Temperatures don't rise and fall like that, so your problem is likely with the temperature sending unit. Check the wiring/connection at the the unit. If all looks good, you'll need to replace the sending unit. This is an inexpensive part, ant it's simple to replace. Your brake problem is unrelated, but it means that you need a brake job. Manufacturers put in a layer of material that squeals to let you know when the pads/shoes are worn to the point that they need to be replaced.
