Question about 1998 Hyundai Elantra
The cable Guides for the window regulators are very common problem...$45 part at most parts stores

If it's not the switch, then open the side panel and see if the window mechanism is intact. I had to replace the mechanism on my '00 ($78) from dealer or go junk shop. If it's the same mechanism as '00, it's made up of steel wire that rolls on a spool and they tend to be dislodge from the spool and get entangled.

at the bottom and top of the switch there are retaining tabs. you can try to pop it out at those points with a flathead screw driver, but it is sometimes easier to just remove the door panel to get it out.
