Hello Tattozle.
There are no provisions for setting ignition timing.
It is all done by the powertrain control module.
Your Buick has a crankshaft position sensor that accurately is able to give the information to the PCM.
Hope this helps you along.

What grade of oil does the 3100 v6 engine take

Any good oil will work. newer engines use 5-30 for better gas mileage. Your car may have 100K miles so I would use 10-30 or 20-30 if you can find it. Change the oil and filter every 3000-4000 miles and the engine will last a long time.

How to bleed cooling system on a 3100 Buick Century?

If there is a bleed valve near the upper radiator hose, you can use that.
If not, you would have to run the engine with the cap loose until the thermostat opens to let the air escape.

I GOT BLUE SMOKE POURING OUT THE TAIL PIPE ON A 94 BUICK CENTURY 3100 V6 WHAT COULD IT BE

That would be oil burning. Pay close attention to your oil level, check it daily. You will need to get the engine checked by a shop or mechanic to troubleshoot the problem for sure and make a decision on where to go. Hope this helps.

My Buick Century 3100 is lately hard starting and runs extremely poor. It was serviced about 1 yr ago for a supposed blow head gasket ? It was tuned up etc at that time. Something about coolant leaking...

This is a fuel system and electrical issue.

Replace fuel pump (located in the fuel tank beneath the back seat) and fuel filter (located in the hood) then check the alternator.

That is all.
