The safest thing to do is replace the belt (either from a junk yard or oem replacement). But before you do that, i have had some luck with spaying liquid wrench/compressed air down into the assembly while gently tugging on the strap. You can try to disassemble the unit but, there is a very high likelihood that you will either break something or it wont function properly afterwords (i.e. the clutch wont engage when it pulled fast). So if you do plan on taking it apart, be ready to buy a new one. What i have seen many times; inside the assembly there is a ball that floats in a cup, if the cup get clogged with crud, the ball wont disengage the clutch, clean out the bowl the ball sits in and it should work properly again. Hope this helps!

My seatbelt wont lock

Sounds like it needs replacing. A body repair man sold me a good used one. He showed me how to repair it. The spring in the unit itself broke. Before you do anything squirt a little WD40 inside the part to make sure it's not just stuck open.

The plastic cover should be able to be removed. There is a ratchet mechanism for the seat belt, after removing the cover, you maybe able to free it up to get the belt loose, some WD-40 may help.

I have a 2006 Ford Explorer and the passenger seatbelt won't retract; so passenger cannot use the seatbelt. Subsequently, the seatbelt chimer never goes off. How can I correct this?

will have to take the side panel off where the belt is located make sure no twists are present. if not pull it hard and see if it retracts, if it still does not retract you may have to replace the unit.
the retraction spring in the unit is broken, or the lock mechanism has failed.
