Question about 1997 Honda Civic
If this only occurs only when you wash the car or it rains then you either have a rust through at the cowl or front pillar or the seal around the windshield is leaking. sounds like a job for the glass shop. they will remove the glass check for rust and replace the seal.

May be heater core leaking. pain in the rear to replace. Is your heater working, or car running hot? Those are signs of heater core failure. You can always bypass heater core if heat isnt important to you. But I recommend replacing core if it is bad.
