This sounds like a bad hose at the fire wall hook up to your heater core. Or the heater core itself has a leak. If you turn on the heat / defog do you get any mist on the windshield? Do you smell an odd odor inside the car when you first start it up. These indicate a leak in the heater core. The core or the coil for your heater is located inside the dash just below and behind the glove box. Also another possibility is if the car has the quad 4 engine, the water pump is down in the area you describe, if the thermostat gasket or the water pump seal is leaking that may also cause this type of leak. If your car does have the Quad 4, keep water with you as you drive and keep the tank full as you can, and do not let it run dry or very low on water. This engine will run fine until you stop and it cools off then it will seize up. Please have it looked at and repaired as soon as you can.

Engine overheats with the coolant recovery tank completely full (leaking out overflow) & heater doesn't work to remove heat from coolant.

My first guess would be air in the cooling system. For some reason liquid coolant is not flowing thru the engine.
As the engine warms up, the heater hoses should get hot and then the radiator hoses. If you take the thermostat out, you should be able to run the engine and see coolant flowing in the radiator, depending on the make and model.

While running the air conditioner the Thermostat goes hot, when I turn the air conditioner off it goes back down. The low coolant light came on but the coolant is full. What else could it be?

To start with, you are talking about the temp gauge. The thermostat is in the engine.
The coolant system could be low or have air pockets and still look full.
First thing I would check is the cooling fan, then the coolant level.

Where is the drain for the air conditioner? I have water in the passenger compartment. 1997 Park Ave.

Look under the car at the firewall. there should be a small plastic or rubber hose sticking down on the right hand side. Gently slide a pen or into it, and dislodge the dirt. A bunch of water usually comes out quick, so be ready to get out of the way.

Hope helps (remember rated and comment this).

Wont fire will crank might have heating damage and i think it might need a new head gasket

do a compression test and look at the oil and the coolant.
spray fuel spray into the air intake at the throttle body, and if it fires you have a fuel issue. if not, check for spark with a tester .if no spark it could be a crank or cam sensor, coil, etc that is the cause.

That drain line is for the box that holds the air conditioner evaporator and the heater coil. It seems that your heater coil has sprung a leak and the leaked fluid is coming out the drain. You have to replace the heater coil, which on most cars involves removing a lot of the interior equipment, including the dash board on many cars. A job best left for the repair shop unless you're very adventurous and patient. Even then you will have to take it to a shop to have the air conditioning system recharged.
