Not neccessarily. I have replaced bulbs with the correct ones and fuses. I still had no lower brake lights just the 3rd. I have taken it to a mechanic and was first told that it was the brake light module on the brake itself. Had that replaced and still no brake lights. Then i was told that the ECM was the problem or that it could be the turn signal assembly in the steering wheel. Replacing these today. Good luck
