Question about 1999 Oldsmobile Cutlass
You will need a new blower switch. That is the one you move to change fan speeds. The high blower relay is ok since that is the only mode operating now. The fuel gauge problem relates to the sending unit inside the fuel tank. If the fuel pump has not been replaced in a long time replace the sending unit along with the fuel pump. They are connected together in the tank

Not sure if you fixed your blower swithch problem or not yet but I fixed mine by replacing the (I think it's called) fan relay??? My fan only worked on the two highest speeds, the three lowest speeds slowly quit working.
There is a circuit board inside the fan motor accessed from inside the car at the feet of the passenger side (upper right). There are, if I remember right, 3 or 4 screws you remove to get to it and it is just a wire harness, just unclip it and replace it with the new one. It is prety tricky to manuver in there but it is a pretty easy DIY repair. I bought my replacement from the dealer and I think it was about $100 or so.
