What year is this vehicle? I'm assuming this is a DS from Renault? This is most likely rain or road spray getting in.
Try checking the simple stuff first. Are the windows on that side fully closed. Is the door on that side fully closed? Do you have a sunroof and is that closed correctly. Yes, I've made that mistake! Does the water have a smell? Is it in only one foot well or both?
Open the rear door on that side and check the carpet for wetness. Water can often flow from somewhere else to find the lowest point in the car. Take a very close look at the rubber seal around the door frame that the door presses against when you close it. Look for any rips, tears and any damage. Damage lets rain and road spray into the car. Do the same thing for the front door as well. If you have a sunroof sometimes the drain holes can clog with dirt causing the rain water to leak into the vehicle.
If the 'water' has a Sweet smell it is most likely coolant. This is coming from a small radiator, (a heater core/matrix), fitted under the dash. This supplies the heat to the blower vents on the dash and uses the engine coolant to do it. Although this sort of leak is usually in both front footwells as the heater core is mounted in the middleunder the dash.
Some versions of the Lacrosse did not have a remote release fitted. Try pushing the edge of the fuel door nearest the front of the car in towards the filler hole. The flap should swing out the same way the doors do on that side.
Another type uses a 'click' latch. Push the Rear edge of the fuel door in towards the filler hole until you hear a slight click noise. Release the pressure and the fuel door will spring open a small amount. To close the click type you simply push the flap closed until you hear the click noise again.

There are small drain holes along the bottom of the door, and it sounds like yours are clogged. Inspect the window seal along the rear edge and along the bottom window seal where the glass meets the door.
Another option would be to drill small, additional holes along the bottom of the door. If you do, make sure you locate them on the outside of the rubber seal. Otherwise, the water will drain inside the car. Hope this helps.
I don't have this vehicle, but a quick web search indicates one of two ways to accomplish this task. Most sedans, SUVs, and such these days have child safety locks on the rear doors. Almost always, this switch is located on the rear face of door (the area that can't be seen when the door is closed). The general way to lock / unlock is to open the rear door and push a switch to the appropriate icon (either an open or closed padlock). The other way that I found, specific to the Focus, is to use your ignition key instead of a switch. Take your key to the back door, open it, and look for a keyslot that is in the area of the icons. My research indicates that the key vertical is locked and the key turned horizontal is unlocked.
Mirror, Power — Outside Rear View
NOTE: This procedure applies to both RH and LH power outside rear view mirrors.
Removal
Remove the front door trim panel (23942). Refer to Section 01-05 for the removal procedure.
Remove the two outside rear view mirror inside mounting hole cover screws and the outside rear view mirror mounting hole cover (17K709) from the front door (20124).
Remove the wire clip.
Disconnect the power outside rear view mirror electrical connector.
Remove the three power outside rear view mirror bolts and the power outside rear view mirror.
Installation
To install, reverse the removal procedure.
Tighten the three power outside rear view mirror bolts to 3-4 Nm (27-35 lb-in).
Glass, Outside Mirror Removal and Installation
Refer to the glass replacement procedures in Manual Mirror for power outside rear view mirror glass (17K707)
Trim Cover Removal
Remove the front door trim panel. Refer to Section 01-05 for the removal procedure.
Remove the two outside rear view mirror inside mounting hole cover screws.
Remove the outside rear view mirror mounting hole cover.
Installation
To install, reverse the removal procedure.
Mirror Control Removal
Use a small flat-blade screwdriver to pry the power outside rear view mirror control switch from the instrument panel (04320).
check seals around the door and the body where door closes, also check where windshield ends and firewall starts, could be small leak around any hoses or lines that go thru firewall, such as heater hoses and screw holes where parts are attached
you would have to pull out the interior pannel and and unlock it with a screw driver the latch has a small hole that you could fit the screw driver in and it will release the door latch I have open various doors with a broken handle and it seems that you could do the same good luck.
stupid question but did you try inside latch?If so you should be able to remove seat from other side and remove door panel and replace parts (probley clip) as needed or at least open door if latch is defective
