This may be confusing, but here goes. If the car is a true 1990 it should have a combo switch that handles the turn signals, hazard, and wipers. Sometimes the dimmer switch is included and sometimes it is a separate switch. it makes a difference if you have tilt steering wheel or not. Its also possible you have an early model with a 1989 column setup which would just be a turn signal switch with the pivot for the rod going to the dimmer switch. The headlight and wiper switchs would be on the dash.
Remove wiper arms,open hood and remove plastic cowl(cover) at windshield,it is held in with plastic clips,the wiper motor is under the cover held in with 4 bolts(10mm).reinstall everything and turn on motor without wiper arms ,then turn it off so it finds its off position-reinstall wiper arms
take them off and reclock them what has happend is the stud peice has turned in the wiper assembly its self orit bent and internal rob just reclocking themby removing and replacing will work for a long time if it is just one of the 2
