Moisture in a mounted tire will rust a steel rim from the inside out with chrome it gets under the chrome plating and attacks the steel rim which peels,flakes and bubbles the chrome off if it hasnt damaged the outside of rim[meaning re chrome or replace rim] and only at rim lip u can sand lip till smooth and theirs a brown sealer that almost every tire place use and can be put on tire lip which seals stopping any rim lip leak this stuff is use for problems like yours imperfections on rims---doesnt matter where u live the moisture has nowhere to go they will have the moisture in there
