Location of flasher....

Front seating area, driver side, under dash,
mounted on driver side of steering column
If flasher is ok,

Then the problem more than likely lies in the multifunction switch (turn signal switch) in the steering column.

I have a 2000 dodge neon the blinker on the drivers side is not working and its makes a buzzing noise.

this sounds like the flasher unit is no good and needs to be changed.it is located in the fuse panel under the dash on the drivers side.if you turn on the hazards and check all the bulbs for working,if they are working then you can look under the dash with the hazards on to find the flasher and this will show you what the signal flasher looks like at the fuse panel as they are two different units.

Dodge Neon 2000, turn signal stays lit ..does not flash. Intermittant issue..any ideas??

Try replacing the flasher first. If the does not fix it then you have a bad turn signal switch.

Brake lights

Check your emergency flasher switch... if it located on the column it could have been "hit" and is inbetween the on and off location, this will cause the turn signals and break lights to malfunction
