Where is the starter for a 1999 audi - 1999 Audi A6

Can you tell us what happens when you try to start it? Is there any noise at all? If there is no noise (no cranking) be sure you:
1. Have a strong battery (this is the most common issue). Your battery may seem like it has power because it will light the lights/radio etc. but that doesn't mean it has enough juice to crank the engine. Try a jump start with a known good battery and see if it starts. If it does, you need a new battery. Once you have verified your battery is good be sure to verify that your alternator is working correctly. You should have at least 14.5v at the battery when the engine is running
2. Check all your fuses
3. Verify you are getting 12v at the starter when you try to start it. If not, then there is an electrical issue somewhere between the ignition switch and the starter.

the starter is drawing to much power or more than the car has have it tested at auto zone or oreillys

If you have fuel as you say then the fuel pump relay is not the problem.

Either there is a bad or dirty battery connection which is allowing the lights but no crank or you could have dirty or loose starter wires or starter relay may be bad or ignition is a possibility. All these can be tested with an ohmmeter for power. I would start with connections

Disconnect battery NEGATIVE cable
Disconnect wiring from battery to starter and starter to alternator (large terminal)
Disconnect terminal 50 (small wire to ignition/starter switch)
Remove starter mounting screws on engine/transmission
NOTE: Remove upper bolt on starter by guiding 10 mm Allen socket with extension and flex fitting through opening on transmission housing over final drive
Remove starter motor assembly
Reverse procedure to install

it may be the starter motor solenoid that is faulty & needs replacing........cheers.

Caution!
Disconnect the battery Ground strap before working on the electrical system.
Notes:
1. Before disconnecting the battery, determine the correct coding for the anti-theft radio.
2. Once the battery is reconnected, check and activate the vehicle's electrical equipment (radio, clock, comfort and convenience features, etc) as described in the Owners Manual.

Have you checked to see if there is spark at the plugs? If not, simply take out 1 plug (can be any one of them), connect the plug wire to it and just let the threads of the plug rest anywhere on the engine block. Have someone turn the motor over while you are looking at the gap on the spark plug. If your distributor is sending sufficient power, you should see a nice healthy spark! If no spark, then your problem is either bad coil, bad distributor, distributor cap, rotor, or ignition. But first things first, check to see if you are getting spark.

Have ur battery checked out first.If that is ok,then its your starter motor brushes worn.Solution change the starter motor.When the engine is warm its easyer to crank over because all the moving parts get warm and expand making it easyer to start when warm.Hope that was helpfull goodluck

When you try to start it now, does the starter motor run or is there no sound at all. If you can hear it running or spinning freely but not cranking the engine, you will have to repair the starter motor. (most probably a bendix replacement)
If there is grinding or loud clicking you will have to replace the bendix and repair the ring gear. (the ring gear can be repaired in place if it can be reached with a dremel.)
If there is no sound you will have to check the start circuit by firstly activating the starter by connecting a battery positive (+) charge to the solenoid start terminal on the starter and work your way back to the start relay, Neutral switch and ignition switch.
If you have no electrical experience, an auto electrician or mechanic should be able to solve the problem easily.
