SOURCE: timing belt 1994 nissan altima
My 1994 Altima has a timing chain on it and these are supposed to last the life of the engine. I would say unless you can really hear the problem then to leave it alone.

The factory key has a chip in it. Without the chip that communicates with the vehicle, it will not start. You will need to go to the dealer, and get the proper key. They may request your vehicle identification number located in the bottom driver side of the windshield.

Try this, Since you are applying the hand brake. Manually pull up on the emergency pedal and see if the light goes out. If this does work then you could have one of several problems. but, I am thinking that you might be able to adjust the brake tensioner if this car has one.
