Usually at the left or right of the lower steering column at driver;s compartment.

For all 1996 - date cars, trucks and buses, the scanner connection port is located on the driver side right beneath the steering wheel.

It might have a cover/ lid like some cars.

If you connect a scanner to the OBD2 port and the vehicle then runs fine? Then you have a problem with a ground. Top of the DLC is pin 4 and 5 that is the ECM body ground. pin 16 is battery volts 12vlts.

A port scanner is a software application designed to probe a server or host for open ports. This is often used by administrators to verify security policies of their networks and by attackers to identify running services on a host with the view to compromise it.
A port scan or portscan is "An attack that sends client requests to a range of server port addresses on a host, with the goal of finding an active port and exploiting a known vulnerability of that service."[1]
To portsweep is to scan multiple hosts for a specific listening port. The latter is typically used in searching for a specific service, for example, an SQL-based computer worm may portsweep looking for hosts listening on TCP port 1433.

Most obd2 connection ports are under the driver side dash and can be visible without removing any panels. On some chrysler Daimler vehicles you do have to remove a panel to access this service port. If its not located under the dash then it will be located under the hood on the driver side and be capped off and labeled obd2 scan tool service. Simply plug your wire in with the key on and the engine not running and read the codes from your vehicles on board computer/ecm/bcm. Hope this helps. Good luck.
