Question about Volkswagen Passat

My 1999 Passat GLE VR6 will not pass the OBD2 required by the State of NH. Two garages, 1 independent and 1 VW dealer, said the cats are bad, with estimates of approx $3k for repairs from each garage. This is the first time the emmission test was required since I bought the car. I bought it from a dealer and drove it off the lot with a new inpsection sticker affixed to the windshield and MIL on. I know - dumb move on my part, I did not understand OBD2 at the time. The dealer had just repaired the exhaust with aftermarket cats. If I am not mistaken, the sticker on the car when I drove off the lot HAD to be illegal. I want to force him to make things right by threatening to report him to NH-DMV, NH- AG's Office, EPA. Anyone think this will work? Will any of these agencies be able to tell exactly what happened based on information that currently exists in any databases. Has anyone ever been in a similar situation and successfully forced a dishonest dealer the make things right by threateneing him with this type of action? I don't want to report him, I just want him to make it right.

    I understand your response clearly, but it does address my questions. This is not a used car warranty dispute. This is a case where I believe I was ripped by a dishonest dealer who may have engaged in illegal activities. This case is centered around the fact he made sub-standard repairs to the vehicle's exhaust system before I purchased it, the MIL never went off, yet he put a NH safety inspection sticker on the vehicle. By putting the sticker on the car, he implied that the vehicle passed the safety and emmission standards required by the State of NH and the EPA, when in fact it did not - this is highly illegal.



    That being said, I am asking the following questions:

    1) Do you know of anyone who has been in a similar situation who was able to get the dealer to make things right by threatening to report him to the authorities?

    2) With the passage of time there are some things that I cannot prove - like the fact that the MIL was on when I drove the car off the lot. Does information exist in databases somewhere which can be pieced together by the authorities to prove that the safety inspection sticker put on the car by the dealer was not legal? Would investigating authorities be able to tell if a black market electronic device was used to beat OBD2, if sensors or monitoring systems were tampered with, etc.?



    Please read this carefully and understand the situation and the questions before you respond. The BBB response provided earlier was weak and of no value to me in my situation.

You can try and see if he will make it right,but if he knows you have no proof,he may not help,you will have to prove that he did the repairs,he may say the oem cats where on the vehicle when you bought the vehicle,unless you can prove other wise,but it can not hurt to try,Ask him where he bought them at,that you want to see if they will warrantee them,it might get him to tell you,then go to where ever he purchased them,see if they will give you a copy of the invoice,tell them it is for insurance that you have purchased,and they need proof that the items where bought,if you can get this,you can make him do what ever then.

Check with the Better Business Buerea (bbb.org) on the dealers unsatisfactory rating and file a complaint. Go to the website bbb.org . More than likely the window sticker had stated on so many days after the date of purchase to have some sort of warranty. If not nothing much else can be done by you. Most used car buyers take the vehicle to there own mechcanic for a inspection with the approval from the dealer if the cost of the used car is a HIGH DOLLAR INVESTMENT before purchasing the vehicle

Hi there,

Have your vehicle's OBD2 computer checked by an approved VW service agent (DO NOT take to a normal garage). This service agent will have the correct VAG scanner equipment and will be able to check for fault codes stored in the computer.

Checking of codes only takes 15mins (depending on the experience of the technician) and will quickly identify the suspected circuit/component.

This will ultimately save you unecessary expense in the long run.

Show me how to replace a water on a 1999 VW Passat e a water pump on a 1999 VW Passat


It depends on what engine you have, but all 3 are similar. They are all in the front of the engine, so the water pump can be run by a belt. With the 1.8 turbo, it is run by the serpentine belt, but you still have to take the timing belt off because it is behind the timing belt slightly. The Vr6 is run by the timing belt, so also needs the belt removed. The V6 was less common, but also difficult. You do not have to take the timing belt off I think, but you have to remove the whole chassis at the front, because there is so little room otherwise. There really are only 4 main bolts holding the whole chassis front on. It is recommended that the thermostat and timing belt be done at the same time, to save labor, since it is intensive on any engine.

yes the exhaust system from 97 will fit with 99 they are compatible but removing it and replacing it with new is bit mechanical job.a professional technicians help is very much required in this time consuming job. if u have an electronic key than security codes from ur key must be programmed into the ecu to match-- most ecu change overs on cars usually require a trip to the dealer so they can install their programming most auto shops dont have the funds to, or customer base to spend thousands [every auto maker has their own software and update and change every year]-- every year on reprogramming software for ecu-- they may do only 1 or 2 a year

You have a bad coil pack, they usually crack from age and heat. It's best to replace them all. Check for a VW recall on this item.

Get a hold of them, and price these parts through their WORLDPAC division: they can get your parts for 1/3 to 1/2 off dealer price and you'll be getting OEM parts. Call some local garages(check Yahoo! local and you'll find some good garages that won't burn you), and tell them you have the parts and your on a limited budget.<p>
There are still good and honest people out there; and they know everyone is having it hard.<p>
They need the business like everyone else. Get your parts prices, and then call the garages. $1200.00 is an insane price, and you can do much beter.

My dealer recommended a 'timing belt' change for my 2001 VW eurovan, with the 2.8 VR6 engine, at 100K miles, to the tune of about $1200 US. an independent garage i called for a second quote said that...


on that engine it is a belt newer vw's all have belts, and yes it is recomended at 100,000 miles. to do that job is a lot of work if i were to do it it be between $1,000.00 to $1,500.00
